Cruise operators say the restrictions have harmed destinations and passengers.

The two cruise ships are scheduled to dock in Cannes on Sunday, each with a larger limit of more than 7,000 passengers than the upcoming 1,000 passengers. Their owners did not immediately respond to requests for comment on the new restrictions.

Nearby Mediterranean city Nice City announced restrictions on cruise ships earlier this year, along with a number of other European cities.
