New Jersey mother arrested after allegedly forcing her child to penetrate a dog and hit the collar
A New Jersey mother was arrested after forcing her child to wear a dog to hit her collar, leaving traces on her neck, prosecutors said.
Kimberly Cruz-Feliciano, 30, was charged with two counts of endangering the welfare of a child, two counts of aggravated assault, one count of witness tampering with force and one count of obstruction, the Cape May County Attorney's Office said in a press release.
On March 17, when the child arrived at Maytown Elementary School, signs of abuse were visible on the body and were later determined to be caused by a dog impact collar. The Special Victim Department of the Prosecutor's Office and the Cape May City Police Department conducted a joint investigation and the next day, Cruz-Feliciano was arrested.

Investigators learned that Cruz-Frisiano also threatened more violence by the child if abuse is reported, the press release said.
The impact collar can deliver up to 100 volts of charge.
The victim told the officer that the collar was kept in a bedroom, belonging to the family’s dead dog, and that the collar was regularly charged after the animal died, according to court documents.

According to media reports, Cruz-Feliciano allegedly admitted to the abuse and told police that her mother, Sonia Feliciano, 59, had disposed of the collar.
The victim's grandmother is facing allegations of obstruction and tampering with evidence, but was released in court proceedings on the subpoena, the release said.

“This case emphasizes the ongoing dedication of our law enforcement agencies to protect the most vulnerable members of our community,” Cape May County Attorney Jeffery H. Sherland said in a statement. “We will carry out allegations of child abuse with the greatest degree of seriousness and we will continue to ensure that those responsible for outrageous behaviors are fully responsible under the law.”
